The recent federal government policy changes, which took effect on October 17th, may have caused some buyers to accelerate their buying intentions. These changes make it more difficult for all high-ratio borrowers to qualify for a mortgage as they must now qualify at a higher “stress test” rate than the rate that they are actually paying.
